The World Health Organisation (WHO) describes health as follows:
"Health is a state of complete physical, mental and social well-being and not just the absence of illness or other physical defects."
Until recently, care focused on patients with an immediate health problem. However, healthcare is increasingly related to citizen demand for information on how to stay healthy.
The modern citizen is no longer a passive consumer of care; they actively seek 'for health and for opportunities to participate in society'. People are prepared to take preventive actions to maintain or strengthen their health. Furthermore, the number of people who have a long-term, chronic condition is growing, while care is geared towards making people better quickly.
